<strong>JOB SUMMARY:</strong><br><strong> </strong><br><strong>Performs administrative work in support of Police Department operations, functions and programs. Serves in an administrative assistant function to the Chief of Police or designee and performs a full range of administrative support services for the Chief and other Police personnel; and performs other duties as assigned.</strong><br><strong> </strong><br><strong>SUPERVISION RECEIVED/EXERCISED:</strong><br><br><ul><li>Receives supervision and direction from Chief of Police or designee.</li><li>Assists in coordinating and communicating policies, procedures, and directives from the Chief of Police to all staff.</li></ul><strong>ESSENTIAL DUTIES AND RESPONSIBILITIES: </strong><br><br><ul><li>Performs a wide variety of professional, administrative, fiscal, and general support to the Chief of Police, sometimes of a confidential nature.</li><li>Coordinates the maintenance of standards and training within the police department.</li><li>Provides staff support to department management; facilitates and coordinates interdepartmental projects; provides general support for financial, operational and organizational issues; coordinates and manages assigned special projects.</li><li>Ensures all and/or time sensitive reviews, reports, audits and inventories are completed. </li><li>Coordinates training for agency personnel as needed.</li><li>Enforce work deadlines as they apply to training and projects assigned.</li><li>Liaisons with CA POST and ensures training and standards are maintained.</li><li>Assists with generating and maintaining internal affairs, use of force, pursuit reviews, and other administrative records and reports.</li><li>Assists with gathering information for annual budget.</li><li>Assists with grant writing and grant management functions.</li><li>Reviews existing administrative procedures in the area of assignment and initiates or recommends improvements.</li><li>Establishes and maintains positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.</li><li>Provides investigative and auditing functions as needed.</li><li>Assists in the selection and hiring of personnel.</li><li>Performs related duties as required.</li></ul><strong>QUALIFICATIONS:</strong><br><strong> </strong><br>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.<br><strong> </strong><br><strong><u>Ability to:</u></strong><br><strong><u> </u></strong><br><ul><li>Consult effectively with management, staff and the public.</li><li>Supervise, train and evaluate staff and processes as it relates to the standards and training of the police department at the direction of the Chief of Police or designee.</li><li>Organize, prioritize and follow-up on work assignments.</li><li>Serve as liaison between police department and California Commission on Peace Officers Standards and Training.</li><li>Read, interpret and record data accurately.</li><li>Prepare clear and concise administrative documents and reports; analyze, interpret, summarize and present a variety of fiscal, statistical and administrative reports in an effective manner.</li><li>Research and analyze a variety of complex technical and administrative problems; make sound policy and procedural recommendations.</li><li>Plan, initiate and complete work assignments with minimum direction.</li><li>Properly interpret and make decisions in accordance with laws, regulations and policies.</li><li>Communicate clearly and concisely, both orally and in writing.</li><li>Effectively use a variety of departmental computer and computer-related equipment.</li><li>Recommend improvements in departmental operations and in the rules, regulations and policies.</li><li>Base decisions and actions on maintaining and improving organizational standards.</li></ul> <br><strong><u>Knowledge of:</u></strong><br><strong><u> </u></strong><br><ul><li>Modern police practices, techniques and methods.</li><li>Principles and practices of organization, budget, systems management and personnel management.</li><li>Technical and administrative phases of law enforcement including investigation and identification, record keeping, and care and custody of persons and property.</li><li>Pertinent federal, state and local laws and ordinances, particularly with reference to apprehension, arrest, search and seizure, traffic and evidence.</li><li>Police department rules, regulations and procedures.</li><li>Modern office procedures, and methods including computer equipment, word processing, spread sheet, graphic presentations and other needed software applications, as well as internet and electronic communication usage and methods.</li><li>California Peace Officer Standards and Training regulations.</li></ul> <br><strong><u>Experience and/or Education:</u></strong><br><strong><u> </u></strong><br><ul><li>Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:</li><li>Five years of professional law enforcement experience, with at least one year in a leadership capacity being desirable.</li><li>Equivalent to a high school graduate, Completion of 30 college units or honorable discharge from U.S, Armed Forces desirable.</li></ul><strong><u>Certificates, Licenses, Registrations</u>:</strong><br><strong> </strong><br><ul><li>Possession of a valid California driver’s license;</li><li>Possession of P.O.S.T. basic, intermediate, advanced, and supervisory certificates desirable.</li></ul><strong>PHYSICAL DEMANDS</strong><br><strong> </strong><br>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
