Rate: Pay Range $33.04 - $44.60. Actual salary is dependent upon qualifications.
Schedule: Full Time, 40 hours per week, Monday - Friday.
Statement of Duties: TheCommunity Service Manager is responsible for planning, implementing, andsupervising daily operations of the Community Services program, including thedaily operations of the transportation department, and providing social workservices to the Town of Duxbury residents (age 60+). Responsibilities include assessing olderadults' needs and strengths, providing information and assistance accessingservices, advocating for and supporting older adults and their families and overseeingthe logistics of the Center's transportation services and supervising thetransportation services staff. Employeeis required to perform all similar or related duties.
Supervision Required: Undergeneral direction of the Director, the employee plans and carries out theregular work in accordance with standard practices and previous training, withsubstantial responsibility for determining the sequence and timing of actionand substantial independence in planning and organizing the work activities,including determining the work methods. The employee is expected to solve, through experienced judgment, most problems of detail or unusual situations byadapting methods or interpreting instructions to resolve the particularproblem. Instructions for new assignments or special projects usually consistof statements of desired objectives, deadlines, and priorities. Technical andpolicy problems or changes in procedures are discussed with the supervisor, butordinarily the employee plans the work, lays it out, and carries it through tocompletion independently. Work is generally reviewed only for technicaladequacy, appropriateness of actions or decisions, and conformance with policyor other requirements; the methods used in arriving at the end result are notusually reviewed in detail.
Supervisory Responsibility: Employee,as a regular and continuing part of the job, is accountable for the quality andquantity of work done by subordinates and assures the accomplishment of theassigned work in the prescribed manner. Supervisory functions typically consistof most of the following: plans, schedules and coordinates work operations tomeet schedules, deadlines and priorities; revises work schedules to meetchanges in workload or availability of manpower; recommends and justifies tohigher levels of management changes in the organization of work, work methodsor assignment of functions to positions that may affect staffing patterns,costs, work standards, etc.; assigns work based on varying capabilities ofemployees; assures that completed work meets the required standard of quality,timeliness and cost, taking corrective actions as necessary, includingrejecting the work; recommends promotions, reassignments, pay increases orother personnel actions; oversees attendance and leave, typically includingapproval of ordinary sick and vacation schedules; advises employees ofperformance requirements and prepares formal evaluations of performance; givesadvice and instruction on both administrative and work matters; informssubordinates of organizational policies, goals and procedures; resolvesemployee complaints and effects disciplinary actions, such as oral warnings andreprimands; has substantial responsibility for technical soundness ofsubordinates' work. The employee is responsible for the supervision of the transportationdepartment, including the transportation coordinator and bus drivers, and overseesthe work of the student interns.
Confidentiality: Has access to some confidential informationobtained during performance of regular position responsibilities in accordancewith the State Public Records Law.
Accountability: Consequences of errors, missed deadlines, or poor judgment may include adversepublic relations, legal repercussions, personal injury; jeopardize programs anddanger to public health/safety.
Judgment: The work requires examining,analyzing and evaluating facts and circumstances surrounding individualproblems, situations, or transactions, and determining actions to be takenwithin the limits of standard or accepted practices. Guidelines include a largebody of policies, practices, and precedents, which may be complex orconflicting, at times. Judgment is used in analyzing specific situations todetermine appropriate actions. Employee is expected to weigh efficiency andrelative priorities in conjunction with procedural concerns in decision making.Requires understanding, interpreting and applying complex federal, state andlocal regulations.
Complexity: Thework consists of the practical application of a variety of concepts, practicesand specialized techniques relating to a professional or technical field.Assignments typically involve evaluation and interpretation of factors,conditions or unusual circumstances; inspecting, testing or evaluatingcompliance with established standards or criteria; gathering, analyzing andevaluating facts or data using specialized fact finding techniques; ordetermining the methods to accomplish the work.
Work Environment: The work environment involves everydaydiscomforts typical of offices, with occasional exposure to outside elements.Noise or physical surroundings may be distracting, but conditions are generallynot unpleasant. Employee may be required to work beyond normal business hoursto attend evening meetings and visit clients' homes.
Nature and Purpose of Public Contact: Relationships areconstantly with co-workers, the public, groups and/or individuals such as civicleaders, peers from other organizations, representatives of professionalorganizations, and the news media. The employee serves as a spokesperson orrecognized authority of the organization in matters of substance orconsiderable importance. The employee deals with the public and otherindividuals on behalf of a department to communicate departmental practices,procedures, regulations or guidelines. May be required to discuss controversialmatters where tact is required to avoid friction and obtain cooperation.
Occupational Risk: Dutiesof the job present little potential for injury. Risk exposure is similar tothat found in typical office settings. There is additional risk related toentering homes where health and safety may be compromised.
Essential Functions:

- Plans, coordinates and evaluates the Community Services program in accordance with the Duxbury Senior Center five-year plan and under the supervision of the Senior Center Director.
- Provides social work support to other departments related to older adults' concerns and services. Particularly, the Social Day, Home Delivered Meals and Transportation programs.
- Provides general social work services, including assessing older adults' needs and strengths, care plan options, information and referrals, advocacy, and support to older adults and their family members through home and office visits as well as telephone contacts. Provide follow-up as needed.
- Facilitates and coordinates support groups at the senior center for older adults and family caregivers.
- Designs strategies to identify and build relationships with socially isolated and/or frail older adults to access services, attain safety and autonomy and improve quality of life.
- Compiles monthly and annual statistical reports and other data, as needed.
- Builds and maintains good working relationships with community groups, older adult service providers, older adult housing property managers, and faith communities.
- Works collaboratively with all departments in coordinating special educational programs for older adults.
- Compiles up-to-date information about older adult programs and services. Information includes transportation, food, fuel assistance, financial and legal issues, adult day care and social day programs, support groups, assisted living and nursing facilities.
- Represents Duxbury Senior Center on Committees and Coalitions as needed.
- Assists older adults with applications and paperwork for public assistance programs.
- Supervises the transportation department, including the coordinator and bus drivers.
- Oversee bus driver training and keep updated records.
- Completes Gatra annual report on a timely basis.
- Oversees the onboarding of Social Work Interns
- Completes Monthly Report for Social Work interns.
- Documents all activities related to assisting older adults, family members, and the general public.
- Mandated reporter of elder abuse and neglect.
Recommended MinimumQualifications:
Educationand Experience: Bachelor'sdegree with one to three (1-3) years related work experience with older adults in a home or community setting, or any equivalent combination ofeducation, training and experience which provides the required knowledge,skills and abilities to perform the essential functions of the job.
Special Requirements: Licensed Social Worker or similar certificationpreferred, valid driver's license and pass a CORI/SORI and background check.

Knowledge: Knowledge of elder services and resources.
Abilities: Ability to interact in a positive andeffective manner with people particularly older adults ability to communicateorally in a clear, and concise manner; ability to manage multiple tasks;ability to receive, understand, and execute oral, and written instructions;ability to maintain detailed accurate records, and to prepare written and oralreports. The ability to relate to olderadults in acomfortable fashion with genuine interest, compassion and concern for theirneeds and feelings. The ability toassess the needs and strengths of olderadults.
Skill: Knowledgeand demonstrated usage of personal computers particularly word processing andspreadsheet applications; excellent public relations, telephone skills and sensitivity to individual client issues.
